Thirteen-year veteran Joe Horn is in Atlanta waiting for a phone call and, perhaps, a little symmetry.

Before the 1996 NFL draft, a small-school receiver met with a young, up-and-comer from the Baltimore Ravens by the name of Phil Savage, who was the first scout willing to spend time and visit with Horn coming out of Itawamba Junior College.

Joe Horn is still looking for a team that could use his services.
Four Pro Bowls and 603 receptions later, Horn says he's never forgotten that day working out for Savage in North Carolina.

"Actually, he didn't have to work me out," Horn said in a telephone interview with ESPN.com. "He came down there and I think my agent got in contact with him. Phil worked me out, shook my hand, and talked to me about the league and what I need to do to get to the NFL and stay in the league. I just appreciated him for giving me that opportunity."

A dozen years later, Savage is the general manager of the Cleveland Browns -- a team in need for a veteran third receiver to complement Pro Bowler Braylon Edwards and Donte' Stallworth.

Veteran receiver Joe Jurevicius, who was expected to be the No. 3 receiver, was put on the physically unable to perform list Tuesday after contracting a staph infection following minor knee surgery this offseason.

Also, a dozen years later, Horn is a free agent in search of a contending team. He recently asked for his release from the Atlanta Falcons and sees Cleveland as an attractive destination, where Savage is the boss in addition to a former pupil in Stallworth that Horn mentored as members of the New Orleans Saints.

Do we have a match?

Horn certainly thinks so.

"I would love to get with those young guys and help them win, because I know they are right at the next step of getting to the Super Bowl," Horn, 36, said. "I would love to be a part of Cleveland's organization and help them get to that next level."

But the stars do not always align in reality as they do on paper.

The Browns are in no rush to make any additions to their team, particularly with final cuts approaching that will reduce the roster from 75 players to 53 by Saturday.

Yet injuries and spotty play this preseason have exposed some holes where the Browns could be looking for help by the Sept. 7 season opener against the Dallas Cowboys. In addition to receiver, Cleveland also lacks quality depth in the secondary and that may be the most pressing issue.

Receivers such as Travis Wilson, Steve Sanders and Syndric Steptoe provides strength in numbers, yet remain unproven. Cleveland also did well last season with former third receiver Tim Carter as a virtual non-factor in 2007 and the team has other options with versatile players on offense.

"Our third receiver caught eight passes last year," Savage said. "With a healthy [tight end Steve] Heiden, the expectation is that Braylon, Donte' and [tight end] Kellen [Winslow] would be our three 'receivers' with others in a support role. At least until Joe Jurevicius comes back."

Savage said in June that the Browns were "at their budget," but the team remains under the cap and has the ability to make another quality signing/trade or two, if needed.

So where does that leave Horn?

In addition to Cleveland, expected playoff contenders such as the Cowboys, Seattle Seahawks, Tennessee Titans and Jacksonville Jaguars all currently lack healthy and/or proven receivers. Horn, who caught 64 passes the past two seasons, said he has "no doubt" that he can help a contending team right away.

"Am I shocked that another team hasn't scooped me up right now? I'm kind of shocked," Horn admitted. "I see where there's some needs where teams could use me to get to the next step. But that's just my personal opinion. If they don't feel that way, then I understand that, too."

Horn added that he's content if retirement and watching his kids play football turns out to be the next phase of his life. His money is properly invested and his desire to play football is only for competition and the love of the game.

But Horn continues to lift weights and workout in Atlanta regularly because, in the NFL, he remains just one injury or phone call away.

At the moment, it doesn't appear that call will come from an old, familiar face. But Horn still looks back fondly on the time Savage connected with him and wouldn't mind a chance to return the favor.

"Things went well for Phil," Horn said glowingly. "He's a general manager now. Obviously he did his homework...He made sure he got the job he wanted to have and I'm elated for him.

"I did some great things during my career, also. So I'm sure he still remembers that kid he worked out down there that made it."

He is pretty old, but I wouldnt necessarily mind giving him a deal. The though of Steptoe as a No3 is sorta weird, but Horn has good hands and could easily be a step-in for Joe.

You beat me too it. I just read this and was going to make a thread about it. I think this is interesting but depending on the Cap we should save the money for a corner.

I say sign him as long as we still have room to sign Law or Manning, cornerback is the priority right now, but if there is enough change left over to bring in Horn after we bring in a corner, I would not hesitate.

i'd rather go for a quality #2 running back before getting Joe Horn. Just like what Phil Savage said, our passing game was pretty good last year, even with Tim Carter only catching 8 passes total.

i fear that Jamal will not be 100% for some games this season and that i would like to have another back in the calibur as him to be there, ready to step in, in case Jamal does go down long term. Wright has not showed me much this preseason and we all now that Harrison is going to be our 3rd down back at best, at least this year.

besides Shaun Alexander and Ron Dayne, whom else is out there, before these final cuts come across?

What a great story.

Make ya think, just how good PS really is as a GM.

I honestly don't see a fit with Horn, but if he is healthy and wants to play for us, I can't say I am upset by it. If Phil can see him playing in the slot like Joe J, so be it.

Thanks but no thanks Joe Horn. His career is pretty much over, my buddy is a Saints fan and I used to watch all the games and he wouldn't fit the 3rd WR role very well. He will not go over the middle with toughness, he just isn't gritty enough for the 3rd WR role. He was better at shaking people and getting down field or going up and getting it and as he's lost his speed and hops more and more over the last few years he has lost the ability to even do that. Thanks anyhow for the support and kind words Joe Horn, good luck with the Titans.

lol, Joe Horn @ 36 is still an upgrade over Steptoe or Wilson.

If we can get him cheap, just do it. We need some bodies at this point.

hmmmmmmmmmmm.....darn....if only eric wright was actually a starting corner...but he is not....so i would hope we get secondary help first.

No way Jose. He's not an upgrade over Steptoe or Wilson because of what he did 4 and 5 years ago. We don't need bodies at this point we need to get Steptoe, Cribbs, Wilson, Sanders, and maybe even Hubbard into the game and see if one of them is going to develop and help us somehow in the future. Joe Horn would just be a bandaid for this season and it wouldn't even be that good of a bandaid. Develop these young guys and let's see which one will help us in the future.

I think that Wilson will end up being our number 3 wideout if we don't bring anybody else in...he was having an impressive camp, and he played well in the first preseason game, but since that game there has not been many opportunites for him during games, the guy just isn't getting the ball.

Someone asked before waht other runningbacks are out there besides Alexander, and one that I would like to bring in would be Najeh Davenport. I have always liked him, and his style of play, he would be a great backup for Jamal.

None of those guys have done anything worthwhile thus far. Steptoe looks solid, but you can't bank on his preseason performance to be a sure lock slot receiver. Plus, what happens if a Steptoe or a Wilson goes down with an injury?

oh great. another over-rated reciever...giving us two! maybe we should check to see if troy edwards is available and make it a trifecta....lol its time now to stop signing has-beens, wanna-be's & hope-to-be's and start using the draft to develope our own players ...ENUFF ALREADY!!!

I like your other post about Horn much better... Cool We need a CB much more than anything right now... A quality veteran guy that can start 12 or more games, someone familiar with our system... Actually we need 3 or 4 ugraded LB's more than anything right now... Red Face I just don't understand how we have such crappy Lb's and we run the 3-4... Mad Razzer Roll Eyes

What do we need an RB for? JL, Vickers, Wright, JH and Ali give us plenty of good options... Now if one of them gets a major ding we might be thin... IMO, ND is not reliable enough/inconsistant and fumbles too much...

Horn would be a good WR addition, if the $$$ is right and we get the CB we need. JMO Smiler
